3M Engineer Grade Reflective Labels, RE
  1. Scope. This specification covers die cut numbers & letters, markers or other digits made from engineer grade reflective sheeting made by 3M. The digits made from the reflective film are applied by hand either to the Electromark plastic panel or to a metal surface. The labels shall a heavy adhesive having a high initial tack that is appropriate for rough or textured transformer surfaces.
  2. Government Specifications. The reflective label material shall meet the following criteria:
  • US DOT. Standard specifications for construction of Roads and Bridges on Federal Highway Projects FP-85, November 1989, Section 718-Reflective SheetingType II, Class 1 or 2
  • GSA LS-300C. Sheeting and Tape, Reflective: Non-Exposed LensesReflectivity 1, Class 1 or 2

  2. Adhesive. The adhesive shall either be a very high tack adhesive suitable for application at 0ºF ("RL") or a slightly firmer adhesive that can be applied at temperatures greater than 35ºF ("RE"). The adhesives shall be solvent based acrylic adhesives having the following values (using PSTC #1 at 70ºF and a 24 hour dwell):

  1. Tab or Backslit. Markers shall have a backslit liner or a tab for easy peeling of the liner. Markers may be packaged individually or on a notebook sheet. The tab on the notebook sheet may be at the margin of the page. Notebook sheets shall have holes in the left margin so that they can be included in a standard three-ring binder.
  2. Packaging. 25 pieces shall be packaged in a polyethylene bag or vacuum formed package. Each bag or package shall identify its contents, date of manufacture and inspector. Bags or packages shall be packaged in a corrugated carton.
  3. Installation. Marker shall be applied to a clean, dry surface. If the markers are not applied to an Electromark panel, use a 3M Scotchbrite pad (or equivalent) to remove any surface oxidation, dirt or paint chalking from application surface and to rough up the surface. After this treatment the surface shall be cleaned with Surface Prep 77 or equal. Labels shall be applied at temperatures above 0ºF for the low temperature adhesive ("RL") or above 35ºF for the standard adhesive ("RE"). After proper adhesive cure, markers shall be tamper-resistant.
  4. Warranty. The products are to be guaranteed by the vendor to be free of workmanship or material defect. If, for reasons of workmanship or material defect, the marker becomes unreadable during a period of seven years, the vendor shall replace the marker at no additional charge.
